At N-TUTORR, we have divided our transformation programme into four streams of work. These have been designed to enable the technological sector to achieve the goal of developing and implementing a major programme of work that sets out to transform learning, teaching and assessment by achieving clear sectoral gains and digital transformation through collaborative engagement.
Stream 1: Student Empowerment
Transforming the learner experience through student empowerment. We’re doing this through the Students as Partners in Innovation and Change Fellowships, the Student Champions programme, and more.
Stream 2: Staff Development
Transforming learning, teaching and assessment by developing the capabilities of academic, management and support staff. We’re doing this through our Community of Practice, the N-TUTORR Masterclasses, and more.
Stream 3: Digital Ecosystems
Enhancing digital ecosystems across the sector to enable these transformations to be achieved in a sustainable way. We’re doing this by procuring a number of platforms for the sector and supporting their implementation.
Stream 4: Securing Progress & Sustaining Impact
Maximising opportunities for collaboration and capacity-building into the future, expanding student empowerment and, developing digital leadership capacity and generative AI expertise across the technological HE sector.
Each N-TUTORR stream comprises three focused, high-impact work packages designed to maximize benefits for students, staff, and partner institutions, fostering a scalable and sustainable approach across the sector.
Stream 1: Student Empowerment
Work Package 1.1: Sustainable Pathways to Higher Education
Reimagines lifelong learning by creating flexible pathways like micro-credentials and part-time programs.
Work Package 1.2: Empowering Students as Change Agents
Co-creates inclusive initiatives with students to enhance engagement and partnership across institutions.
Work Package 1.3: Academy for Sustainability, Leadership & Employability
Offers students opportunities to develop crucial skills in sustainability, digital identity, and well-being.

Work Package 2.1: Sectoral Staff Development for Resilience
Establishes a community of practice to foster collaboration and guide curriculum transformation.
Work Package 2.2: Sustainable Higher Education Curriculum Framework
Focuses on embedding UDL and digital content delivery to enhance graduate capabilities.
Work Package 2.3: Developing Staff Capabilities
Aims to baseline and improve staff digital skills to holistically support the student experience.

Work Package 3.1: Digitally Enabled Assessment
Enhances examination and assessment processes with quality-assured, remote solutions.
Work Package 3.2: Digital Campus
Transforms teaching, learning, and assessment through hybrid learning environments.
Work Package 3.3: Flexibility and Accessibility in Learning Resources
Focuses on developing digital infrastructure for a flexible, equitable learning experience aligned with global sustainability goals.
Stream 4: Securing Progress & Sustaining Impact
Work Package 4.1: Securing Progress, Showcasing Impact and Planning for Future Opportunities
Maximises opportunities for sharing and collaboration across N-TUTORR-supported projects, showcases both the transformations achieved through N-TUTORR and the technological HE sector, and looks ahead to how achievements can be sustained and enhanced.
Work Package 4.2: Extending Student Empowerment
Develops and extends the student empowerment work supported by the N-TUTORR Students as Partners in Innovation and Change Fellowships and Student Champion scheme.
Work Package 4.3: Developing Digital Leadership Capacity
Establishing a National Digital Leadership network to foster innovation and resilience on higher education, and a network of practitioners and experts to examine the impact of generative artificial intelligence on HE, beyond academic integrity implications.
The N-TUTORR project, funded by the European Union and NextGenerationEU, is a transformative initiative within the Technological University sector. As part of Ireland’s National Recovery and Resilience Plan (NRRP), this program supports the country’s access to over €900 million in EU grants. The Recovery and Resilience Facility, the core of NextGenerationEU, addresses the impacts of the global pandemic by driving a greener, more digital, and resilient future for a post-Covid Europe.
N-TUTORR is supported by the Higher Education Authority (HEA) and co-ordinated by the Technological Higher Education Association (THEA).
